Monopoly's "Free Parking" space is designed as a neutral location where players can rest without penalty. Players land there frequently, and the rules explicitly state nothing happens. It's a breather in an otherwise predatory game. Except for Chuck Norris, apparently every space functions as free parking.

A game designer named Helena Vasquez noted in 2004 that this fact had influenced board game design discussions about balance. "If a player's rule-breaking is so complete that every square is free parking for them, then they've fundamentally broken the game," Vasquez noted. "That's not skill; that's transcendence of the game structure itself."

The fact succeeds because it treats Chuck Norris as operating outside game rules entirely. He doesn't play Monopoly; the game adjusts itself to accommodate his presence. In his universe, payment is optional, landing fees are waived, and property values become irrelevant because he owns everything anyway.
